Migrate only: rules with description but no globs and no alwaysApply: true; all plain .md commands.

.mdc to SKILL.md

• New dir skills/<name>/ (name = filename, lowercase-hyphen).
• Frontmatter: name + original description. Drop globs/alwaysApply.
• Body: copy verbatim after the second ---. No reformatting, no typo fixes.

.md command to SKILL.md

• name = filename; description = first # heading rewritten as WHAT+WHEN.
• Add disable-model-invocation: true (commands are explicit / invocations).
• Body: original file content verbatim after frontmatter + blank line.

Verify: name valid, description specific, body byte-identical, refs one level deep. Delete originals only after verification; keep an undo note.
